Districts can apply to become branches through the Performance and Development Committee, however, there are certain criteria required to constitute an application.
The Committee take their decisions seriously, and will not pass an application with insufficient information or where they can’t determine the sustainability of the Network.
This guidance poses the questions that will help the Committee make a reasoned decision on the application and sets the expectations of the kinds of requirements that will make a branch sustainable. They will consider questions such as:
- How long has the district been in existence?
- Evidence how the district has developed over time (using growth stats, feedback etc)?
- How many members are on the committee?
- Evidence how they all engage with the work of the committee?
- Explain how your succession planning for committee roles works
- Give examples of the kinds of meetings and activities the district has provided for members
Demography (figures available through the Networks team)
- What geographical area does the district cover?
- What does the membership profile look like (grades of members, age and gender profile)?
- What are the primary industries in the district?
- How many members are currently in the district?
History of discussions
- Provide evidence of the evolution of the district to branch discussion
- Show how the discussion has evolved over time, and the numbers of members engaged in those discussions
- Be clear that the transfer is not the sole wish of the committee, but that it has the backing from the membership
Backing of ‘parent’ branch
- Explain how the ‘parent’ branch has been engaged in the process
- Evidence how the proposal has been taken through the branch and presented back to the district members
Proposed branch name
- Give a rationale for the name chosen to represent the new branch
- Evidence how the name of the new branch has been arrived at through meeting minutes, etc.
- Explain how the programme of meetings and events will develop to meet the needs of members and how those needs will be captured and reflected
- Describe how the new branch will engage and retain members and develop the IOSH brand locally
- Give examples of where the district has been innovative in the past and how that innovation will be developed as a branch.
Potential membership and Reach
- Describe how the new branch would develop relationships with local businesses and other stakeholders to deliver added value to local members
- Set out a plan for working collaboratively on building the membership of the institution and the membership of the proposed branch
Standards and behaviours
- Detail how the branch will deal with incidents where members do not comply with the standards of behaviour as set out in the code of conduct or in the volunteer agreement
The application is a collaborative process between the district committee, district members and the Networks team. Your first step is to speak with the Networks team to discuss the application and to begin to gather data.
Typically, an application will take six months to go through the process, from initial application to final decision, however, the Performance and Development Committee will expect to see evidence that the transfer has been discussed and considered by the branch prior to the application being made. Applications without sufficient information will not be put before the Committee.
Potential outcomes of the process
The Performance and Development Committee will consider the application which may result in three possible outcomes:
Accepted - This is the start of the changeover process, which could take an additional three months.
Deferred - The Committee may defer the decision to a later date to give time to gather more evidence.
Rejected - The application may be rejected. If this is the case the Committee will give clear reasoning. This doesn’t mean that the change can never be made, it’s just that the case is not yet compelling enough to move forward.
