IOSH competency framework

Develop your skills to the highest standards

The competency framework reflects best practice in occupational safety and health (OSH). It sets the standards for the skills, knowledge and behaviours OSH professionals need to manage risk and drive change in today’s constantly-evolving workplace.

What is the competency framework?

The competency framework is designed as an actionable set of standards to help build capacity across our profession. Practical and comprehensive, it includes 69 competencies covering 12 areas in three categories – technical, core and behavioural. We introduced it after an extensive research project involving a wide range of stakeholders and drawing on a wealth of data.

Your development needs will vary, depending on your role, level, career aspirations, company size and sector, so this isn’t a ‘one size fits all’ tool. You can use the competency framework to help maximise your performance.

2025 review

We launched the competency framework in 2019. We’ve ensured it continues to meet the needs of the profession in today’s changing world of work.

In February 2025, we invited members and key stakeholders – including business leaders, recruiters and employers – to review it.

Our reviewers recognised the competency framework as both comprehensive and effective, reaffirming its value in supporting OSH professionals and the organisations they work for.

We remain committed to strengthening understanding of – and accessibility – to the framework through enhanced support and guidance.

Chart with 2 concentric rings showing the IOSH competency framework's 3 categories (inside ring) and 12 areas (outside ring). Category 1: Technical has 5 areas - Health and safety law; Risk management; Incident management; Culture and Sustainability. Category 2: Core has 3 areas: Strategy; Planning and leadership and Management. Category 3: Behavioural has 4 areas: Stakeholder management; Personal performance; Communication and Working with others.

How do I use the competency framework?

If you’re an IOSH member, you can benchmark yourself against the competencies using our self-assessment tool. This is hosted in our continuing professional development (CPD) package, Blueprint. You’ll complete a self-assessment for each of the three key areas. The competencies are mapped to our member grades.

The next step is to build your personal development plan based on the results, your career stage and/or aspirations. Our Blueprint resources library hosts over 1,000 resources to help you maintain existing skills and develop new ones.
