IOSH statement on UK Government Budget

Following the UK Government’s Budget, Ruth Wilkinson, IOSH’s Head of Policy and Public Affairs, said:

“The Government’s Budget sets out a bold vision for growth through major investment in infrastructure, energy and technology. These sectors, and the skilled workers within them, are critical to driving economic renewal, supporting sustainable development, and driving innovation. However, this ambition must be matched by an unwavering commitment to health and safety, as well as ethical and responsible innovation. 

“Infrastructure projects, whether transport networks, energy systems or digital frameworks, are complex undertakings that involve thousands of workers – working across complex supply chains – and significant public investment. Infrastructure timeframes, operational delivery targets, and investments need to be managed and can also bring pressures. For example, a slip on delivery targets may lead to cutting corners on health and safety standards, which not only risks delays, spiralling costs and reputational damage risks lives, but can risk lives. Embedding robust health and safety standards from the outset is essential to ensure these projects deliver long-term value and resilience.

“Although not mentioned directly in the Budget, the Government is accelerating housebuilding to meet its pledge of 1.5 million new homes by the end of this Parliament. Last year, only 208,600 homes were built, far short of the 300,000 annual target required. Action will be taken to meet this challenge, but the pressure to deliver must not result in unsafe working conditions or practices. Construction remains one of the UK’s most hazardous sectors, accounting for 35 of the 124 workplace fatalities last year. Research shows that nearly half of workers admit to taking safety shortcuts to meet deadlines – a culture that cannot be allowed to deepen.

“The Budget also signals investment in energy and technology. These innovations bring enormous potential but also new hazards and risks. Ethical and responsible innovation means ensuring that safety, sustainability and worker wellbeing are integral to planning, design and deployment. Whether installing offshore wind turbines or implementing AI-driven systems, health and safety safeguards must keep pace with progress.”
